Jason's Role
Jason has deeper pre-existing ties to Leonida's organised crime network. He appears to be both strategic planner and Lucia's romantic partner — someone who has connections she lacks and needs her instincts and determination to make their plans work. His arc involves navigating loyalty among criminal organisations.
Faction Structure
The 2022 leaked footage showed multiple criminal factions operating across Leonida: Vice City street gangs, cartel-adjacent drug networks, corrupt law enforcement, and white-collar criminals laundering money through legitimate businesses.
